Vallco Mall, once a bustling shopping center, began its decline in the 1990s. As demographics shifted, mid-range stores lost appeal among the more affluent residents. By 2022, the mall stood nearly empty, with just three tenants remaining. Palo Alto-based Sand Hill Property Company acquired the site in 2014, envisioning a fresh start.

The Rise has weathered challenges: community opposition, pandemic-related delays, legal battles, and evolving legislative requirements. Despite these hurdles, the project gained approval from the Cupertino City Council in February. Now, it stands as a model for sustainable urban development.
